This ability, while odd, is more then mildly powerful. To begin with, it is cast with
a target in mind. The spell will then charge for 10 mud-seconds. If the caster moves
or does anything else in this time period, the spell will terminate. This ability will consume
a small amount of mana each mud-second it is charging. Once it has been charged, it
can then be re-targeted on a victim (not nessecarily the same victim as previously cast
upon). While in this second mode of casting (when it can be cast), it will consume hit
points from everyone in the room (very small amount). If the spell is not cast for a
period of time, the affect will terminate. The second cast is the damage portion of
the nuke, which is fairly powerful.
